Speaking of civility, for those who are devote Christians, evangelism is nothing more than one beggar telling the other where to get food.
Regarding Congress controlling FAA, one thing they could do is cut their budget. It has been done before, and that will get their attention. They shouldn't be allocating more resources (money and people) to create and enforce regulations on already law abiding citizens, which Congress has already passed law they were supposed to follow but didn't.
