I don't think so. Depends on where the bubbles are coming from I'd say you have an air leak. Look carefully at the needle valve are the bubbles between the tank and the valve? If so fill the tank if the bubbles go away your pick up line is leaking inside the tank. If the bubbles are after the valve your valve is leaking, easy fix with an o ring.
If the bubbles aren't from the tank but are before the needle valve check the line to the carb, especially where it passes through the fire wall.
Do you have one of those fancy fueling valve? They like to leak air.
