I never said PSA or commercials on TV, they are routinely used for bathroom and snack runs. Most watch the local news, for weather and /or sports reports so either lead that segment or put it in between. A net can only be cast so wide, the message isn't going to be reached by every person out there. And, more importantly, the message will be ignored by many. At the end of the day ignorance of the law isn't an affirmative defense, so those not following the law will be dealt with accordingly.
