This inspection is just a common sense check to see that the structure is true to the plans and is of a suitable standard. The control system is checked to ensure that the mechanisms are robust and that the servos are appropriate for the expected loads.
There is also a prescribed process for maiden flight and further comissioning flights to prove reliability.
