As we've seen from a rather prominent recent discussion on handling of email, the government is going to have to prove that you knew what you were and were not allowed to do. If you don't take any sort of test saying you knew what the rules were, it's awful difficult to hold you accountable for doing something in violation of rules they can't prove that you knew.
It's ironic that the sUAS fliers with the largest operational envelope (<= 200 mph, above 400', fly at night, fly greater than 55lbs, etc.) are never held accountable for proving they know anything about the airspace in which they're operating.

Here's the thing, calling for more government involvement, more testing (fees to take the test?), more bureaucracy doesn't seem like it will solve any problem. Ignorance of the law, and/or the rules and regs will not be an affirmative defense when the perp is caught. I don't dispute that testing, and more education is usually helpful, but it won't preclude accident from happening, nor people doing stupid things. I'd rather see less gubmint involved, not more.
