Hi,
The end caps have slots cut in the inner tube support which is machined into the end caps so there are around 8 bleed slots at each end that will allow air which ends up unside the inner tube to escape back into tghe outer tank whenever the DCAT is not perfectly horizontal.
If you look closely at the first picture you can see the machined slots.
