You can't just go to a smaller prop and make it work. Props need length to produce static thrust. Yes, you can throttle down and reduce RPM that way, but you can't arm the quad without going to full throttle so that's not really a practical fix. You might do some searching around to see if anyone has run a 2 cell battery with a quad that size before. That would drop the full throttle RPM down to usable levels, but still not optimal. Even if that can work though, you'll need different batteries, probably a 2 cell 4000 or so.
What are you actually trying to do? You say you don't want to put a camera on it, so what's the point? Quads are ridiculously boring without a camera on them. If you've already spent your money and bought all of that stuff then it sounds like you are about to learn a lesson in researching things before moving forward with a project.
