You're putting the cart before the horse. The FAA regulates everything that uses the NAS, the AMA is the reason you can still fly models, or at least with the minimal restrictions that we have.
FWIW the guy that really got us unwanted attention wasnt flying a so called drone, he was flying a fixed wing flying wing.
