My approach to your situation would be:

1. Purchase a basic airsoft version tank ready-to-run (battery, radio, fully assembled out of the box) from say Heng Long

Run it play with it bash it, see if it satisfies the play side of tanking you want

Price from 150 to 300 dollars depending on seller and tank type (HL Pershing usually cheapest)


2. Purchase a Tamiya full option tank with battle system (sold separately) for the building/modeling experience in addition to running in IR battles

This is considered the standard in the RC tank industry as well as a very well made model kit with electronics and metal parts Tamiya is already known for.

Price 450-1200 dollars depending on seller and type of tank chosen, a radio system and battery would also be needed as well. (M4 Sherman usually cheapest)

There are several choices within this range but for the new tanker, these would give a good idea of the range the hobby provides and have the least aftermarket upgrade requirements IMHO
