It was tacked on to a "must pass" bill, at cost of more than $1,000,000 to dues paying members, to provide "members only privileges" under federal law. AFAIK, no one has ever been prosecuted for exercising any freedom reserved for AMA members by 336. Success is relative.....I'm good with acknowledging they apparently didn't do as much harm to the hobby as I expected.
