Anytime CC or SSN is required online, the data must be encrypted. Even if it is just held until the transaction is completed they require it. It is not as simple as one would think. A lot of online sellers use a central system managed by one company to avoid all the hassles it entails. That one company bears the brunt of PCI and CC/SSN responsibility. If there is a breach and someone steals CC or SSN information the price to pay is extremely high.
