In my opinion the County does not have everything nails down with their "drone" policy. Just as many other organizations do not. But they are trying to be proactive and respond to peoples concerns. People are familiar with airplanes flying out at these fields but they are wary of anything with multiple rotors flying around and collecting information. you know like they see on the news. Most people by default think that if it has multi rotors it is doing something besides just flying around. We as r/c pilots know all the arguments about fix winged aircraft vs multi rotors, what they can do, and where the lines blur between them. Here is something that will make your head spin. It is the county policy. They try to address recreational users, county employee users, and commercial users all in one shot.
