IMHO, wing tip clipping is meant to improve snap performance and thus makes no sense on the stab.
Perhaps the stab fences are meant to compensate for the lost performance, but the ones supplied are incorrectly designed. It has been shown that fences that wrap around the leading edge of a swept surface actually introduce turbulence at that point.
