There isn't an "ideal" setup, nor is there a "correct" setup. Likely, the best way to set things up would be to have the right-hand side of the aircraft on one receiver and the left-hand side on the other receiver. One receiver would be in Mode A, the other in Mode C. Then configure the transmitter to put the desired functions on the channels listed. You can use two battery packs or a single large pack with a "Y" harness to power the receivers and servos.
Because you have more control surfaces and functions listed than you have channels available, you will need to carefully consider how you're going to allocate the channels. Obviously, some of the control surfaces will need to be combined to a single channel, like you're doing with the flaps.
