The fan is driven by a secondary power turbine, not front part of the core turbine. Basically, the power plant is a two spool turbo-shaft engine similar to kingTech K-100 TP or JetCat SPT-15 but with different gearbox and powered by a K-210 core turbine, so the starter is located in the same place as usual.
