Now that actually depends on your location. I "technically" could fly year round since I live in the Pacific Northwest. We don't get a lot of snow or high winds so it's doable. If I do get snow, I could put skis on my plane and fly as well. As far as "getting instruction", most won't want to stand out in the cold to receive or give it. Now, if you live in the southern half of the country, you can fly to your hearts content year round
