Which diaphragm are you referring to? These carbs have two diaphragms. The pump diaphragm is under the cover with the single retaining screw. This diaphragm goes next to the carb body followed by the gasket then the cover plate. The metering diaphragm is under the cover with (4) screws. This side of the carb is different! The gasket goes next to the carb body followed by the diaphragm then the cover plate with (4) screws. Yes, sometimes if the assembly is wrong on the metering side the carb will flood if the metering needle is held off the seat.

Sometimes when an engine sets around for awhile, excess oil will collect in the plug and this can prevent firing.
