The old 30 is the only un-ringed Saito I have owned. Both of my .45 as well as the 45 Specisl are ringed engines. All are fine runners. Tach readings aren't everything; I really like the mild cam timing for my low and slow, figure eight touch an go flying fun.

The little 30 should be too, once it gets its fresh, ringed piston.
Yes, folks say those milder cammed Saitos were a joy to run. Idle very smooth at very low rpm.
It'll be interesting to see how good of shape the cool power left the cam and lifters in on your 30 when you tear it down.
Doesn't the 30 have a taper bored cylinder for the non-ringed application? How will you handle that if going to a ringed piston?
