Ok. Problem solved. I was sitting here and it hit me. I'm surprised nobody else figured it out. Usually the guys on here are way smarter than me. The tx Im using are old old JR 10x. probably 20 or more years old. actually might be closer to 30 years old. So here is the clue you need to figure this out. These tx's are PCM and PPM selectable. Yep, you guessed it, PPM needs to selected. I selected PPM and it bound to the rx in no time. Didn't have to go stand 10 feet away, or hold a diving rod and face the East. Just do as instructed in the manual. Yesterday when I consulted the manual I went straight to page 17...Binding instructions. No where there does it say to be in PPM. It does say that back on page 5 under Important Information. It would be nice if it said it BOTH places.
