Considering your conditions, it's hard to beat one of the Ugly Stik type airplanes. The combination of a symmetrical wing that is shoulder mounted along with a moderate wing loading handles wind well. That being said, a well set up and trimmed airplane is the largest key element to flying in the wind. Once the airplane has the correct combination of incidence, CG, thrust line, throws and aileron differential it will be much less reactionary to wind variances.
