I believe that the rule says that you must publish the info on the USS website *if able*. Industry is not going to create or greatly expand its network capability just for flying sUAS, and the FAA can't (and as I read it doesn't) expect that. So if you are in an area without network access, i.e., no cell service, you can't publish your data - thus the "broadcast" of your telemetry info. that someone else (with the right receiver) can pick up is sufficient.
