FRIAs are one of just three options for ALL recreational flyers, and the ONLY one that does not involve equipment upgrades or reprogramming. And given that many of the sUAS owned by the 800,000 non-members cannot be reprogrammed, this is their ONLY option. Thus the FRIAs should be viewed by FAA as public airports and, as a condition of designation as such, MUST allow any citizen to use them without regard to membership in one or more PRIVATE DUES COLLECTING organizations.
