Sorry, you can't have an "open and documented transmission protocol" that also "cannot be modified by the user".
It's like these government types live in a fantasy world. They are demanding two things that are mutually exclusive.
For that matter, even closed, proprietary protocols are subject to reverse-engineering and manipulation. Just ask pretty much any technology company that's ever put any significant tech product, hardware or software, to market.
