My guess is that probably very little if nothing. The military made the decision, not the contractor, he only asked, he can't force them. The military could have said no. Most of the time, nothing would have happened if he had been properly strapped into the aircraft where he felt the security of the seat belt system holding him firmly to the chair back and with a properly secured helmet that wasn't flopping around.
Stuff like this happens when people let their guards down, no matter the organization involved. The good is that the pensioner made the ordeal alive without serious injury. The pilot was able to bring the aircraft and himself safely home with aircraft suffering minor damages. That incident will probably be classroom material for safety for a good while.
My guess even the depends got a workout that day!!!!!!!
