Making the static version a running version wouldn't be for the faint of heart unless you end up buying most of the Tamiya parts which would get expensive. Adapting HL parts is an option, but would take some planning and modeling skills. Either way you may end up with a tank that costs almost as much as the full option version. Personally if I wanted a Tamiya Abrams I would buy the full option version. I'm not a fan of the Tamiya electronics so selling them could help offset the cost of the full option kit.
