The engines are not supposed to whistle like that and IIRC, it's an indication that the clearance between the engine exhaust and the tailpipe is incorrect. Been too long since I messed with this stuff but it seems like it means that the engine and the pipe are too close together.
Have to get Dave Wilshire or someone more up to speed to comment.
