Isn't the carburettor supposed to take care of that, and the pump to be run at constant speed (on/off switch)?
I think you can control the pump from the transmitter, but you could just as well have the pump run when the ignition is on: Priming should not be an issue with an electric pump and that way you cannot flood the engine unless you leave the ignition on without starting it, which one should never do anyway...
