I've looked into this, and I think the cab from a Ural might make a good start, I could probably scratch build the rocket launcher part
I don't know if you were tracking on this, but WPL was supposed to produce a BM-21 GRAD and has had it on their site for a long time but I don't think it has come to pass (yet).
It is tentatively named B36-XXX. I think they dropped the ball and decided to produce the E1 tracked vehicle (GAZ-71).
