Have you tried a less powerful motor in it? I have a 1/10 scaler that does that if I put a 4500 kv in it. 3300 works great. Maybe different tires? Diff too tight or stuck would do that but you said you tried it loose. Any way to change the power curve in the esc? Reducing punch on the launch might help.
