Yup, basically right. Depending on your altitude when you hit throttle cut, you either leave the blades where they are, then kick in some positive collective right over the ground to arrest your descent (that would be if you are very low), or, if you are high, you actually get some negative pitch going through the rotor to keep your headspeed up, then flair from a few feet up, *****g the collective right at touchdown.
