Default OS91 In-Flight Mixture Control - Question

I am in the process of setting up the in-flight mixture control arm (the stock one that came with the OS91). If I am understanding it correctly, you will not be able to manually adjust/turn the needle valve (by hand) while this is attached. This is a new engine. So, I guess the setup procedure would be to first get the engine running good, and then attach the mixture control arm (onto the needle valve) ? ? ?
I have seen other setups/arms that allowed the needle valve to be turned manually while the in-flight mixture control assembly remained attached ... i guess this is not that type ? Thanks. Bob
