Rudders placed to one side are basically used for racing since they loose turning quality on the side where the rudder is NOT .
Most of the time , the rudder ( here in the USA ) , is mounted on the right side for the simple reason that when racing , they run in a clockwise direction which means right turns only . ( unless they are running SAW which is a straight run )
When mounted on the right , turning to left REALLY is hindered , but turning right , is SUPER . If running a "playboat" , then it would be wiser to mount the rudder , either in the middle , or run twins . That way , both ways you turn will be equal to the other .
