Yeah, they were a pain. I ended up beveling the ply mounts on all sides to clear the wheel. I then put the washers on, slid the wheel on the axle, used the allen wrench in the set screw to hold the wheel collar, pried out the pant a little and positioned it over the axle. Took a lot of patience....
