All electronic systems start in the retarded position regardless of the throttle position..Pro Spark and Reichmuth are timed from retarded to start and then advance..All systems with the syncro spark module are timed at 28 BTDC, and electronically retard for starting, then advance according to the rpm of the crank..when the crank speeds up the ignition advances, like the tail wagging the dog..The carb transition has to be set correctly for fast advance..It all happens in microseconds to there is usually no lag...Don't know about the foreign systems, but they are probably like the ones here, set for 28 BTDC static and retarding with the first few flips....
Full choke is relatively safe, because the engine won't run very long with the choke on, although it will choke just as well at just above idle...
