You may have too flat a pitch prop. One of my friends had a Tower .46 engine (1.75 hp) & he proped it with an 11x4, claimed it pulled vertically rather well.

I do happen to have a YS 91 sitting around doing nothing. I had it on a Something Extra which made that thing incredibly fast. But I'd really like to use the Rossi .45.
