Setting dual rates on your transmitter gives a choice of the degree of sensitivity your controls will have. On the low rate you can specify less throw for a control. I usually take off and land with low rates on elevator and ailerons but then may switch to high rates for maneuverability. Having dual rates also gives me more confidence when testing a new plane whose response is an unknown.
