lcgj, for now I just put a small tie wrap over the disk and around the carb body. There are two o'rings on the disk that hold it in place that can be replaced. I forget who it was but somebody wrote that they used a small spot drop of thick CA between the disk and the carb body to tack it in one spot to keep it from turning. Since the low speed disk so rarely needs adjusting this may be a good alternative to hunting up new o'rings.
