The adult membership subsidizes the juniors. The insurance is "excess" which means IF you have other insurance it comes first. Assuming you, because of your age, have no other insurance, it will be primary for you. It's not a scam. Hopefully, you will be a member for a long time to come. Then it will be your turn to help out the juniors with a little higher dues than you would pay if it were not for them.
