I think that's the way it is. I had to sand pretty much all the way around the top to make it fit correctly. I did leave about a 1/16 of an inch gap between the cowl and the fuse all the way around. None of the cowl actually hit the fuse which, in my opinion is good. No vibration points where the cowl meets the fuse. My trim lined up perfectly. Don't be afraid to sand the high points but make sure you use plenty of microballoons and make the epoxy pretty thick so it doesn't run through any voids created by sanding.
