the bottom of this mount is not flat so there is no edge for the locknuts to rest against. I would MUCH rather put locknuts on it.

I agree that's a problem. I tend to push the bolts up from the bottom, that is, the nuts are on the top of the engine mounting lugs. This tends to make the bolt bend slightly just under the heads, but gives a good surface for the nuts to sit flat. It seems to work OK (so far!).
