in the fuel line? air bubbles in the fuel line will cause exactly what you are having. does the tank have foam around it? try placing more foam around the tank. or make sure that the tank isn't up against solid wood somewhere. the high speed of the engine causes vibrations..which causes actual foaming inside the tank.
when it is passed down the line the engine doesn't get enough fuel to maintain the high speed. start there
