We use thin CA to glue PVC to Coroplast for making "SPAD" combat models. Works fine.

The PVC does need to be sanded or buffed with a DRY green scrubbing pad to clean it or the CA does not stick. (I think there's an oil residue or something on the PVC from the manufacturing process)
