didn't you already say there was bubbles in the line? there is your air leak right there if you do. you have to start at one thing...knock it out....then go to the next. if it is leaning out ...stop the carb from getting air from the tank..then you will know if it's something else. these engines are so simple, most of the time it's the most simplest thing that is wrong.
