The bar should be free to move in the slot it rides in on the diff case. Make sure the retaining screws are not too tight. They don't need to be any tighter than is required to keep the bar from popping out of the slot. If you have the RTR storm and are using the included engine, your buggy will handle much better with both front and rear swaybars removed. If you step up the power, put the rear one back and play with the adjustment untill you get the cornering you like. You should never need the front bar at all.
