Keith:

Your RPM is way low.

Your description sounds like you are running filthy rich.

There are several threads here on adjusting the carbs, do a search and adjust the engine accordingly.

If no good results with carb adjustment, once in a while we find broken valve springs, and valve float. A broken valve spring in a Saito usually holds the peak RPM a bit lower than what you have, but it's still a possibility. And you can't just pop the rocker boxes and look, in most cases the break is low, where you can't see it without pulling the spring.

If you are not comfortable with the though of pulling the springs, I'm sure there's someone bnot too far from you who will help.
