Your summarry is quite correct.
Also the "lockup" of PCM failsafe is safer than no failsafe. Something that is a worry is the abovementioned masking effect of failsafe. Would it be to much trouble for R/C manufactures to just have a simple LED for us to look at when checking an installation or range indicating the data errors that come along BEFORE failsafe engages?
