Well, I thnk tolerances in the wing incidence should generally be in the range of "adequately flyable."

If it was so bad that it wasn't flying correctly, then I think it is safe to say it wasn't quite manufactured to tolerance. If it was, then I think they need to look at there tolerance scale.
