There is the occasional pusher design you ballance with the tank full... when the fuel tank is located behind the CG.

You balance the plane with the CG as far back as it will get in flight. If the tanks is ahead of the wing... that's empty. If the tank is behind... its full. If the tank is on the CG location... it does not matter.

The whole point is... never end up tailheavy.
