Default Tailpipe forming

I am attempting to make my own first thrust tube for a Wren. I am using .007 stainless shim stock purchased from McMaster Carr. It is like wrestling a python, rolling it into a tube, it is so springy.
Should I anneal it first, or just fight with it as I spot weld it? I've run it through a sheet metal roller, but it just springs back to its original form.
Any ideas?
