The static pressure at any given point on a surface moving through the air may vary considerably from the actual static pressure of the air mass remote from the passage of that surface. And the associated dynamic pressure adjacent to that point will vary also according to the relationship developed by Mr Bernoulli. You have not been addressing the measurement of overall airspeed, as Tall Paul seems to assume, but are simply noting the effect of local changes of velocity and static pressure at a particular point on the surface.
